Provide more than one log level and allow server owners to choose which log levels they want to log to file and which not.

Also (not directly related) logging should use textwrap to provide nicer looking logs without excessive line lengths.

   We could link this in to the Cvar xa_debug (which is used in xa.debug()) or even allow different values of xa_log (in the same way) whereby higher values == more logged.

   Either would work.

   We also need to add the ability to change these in the Admin menu's (if they aren't there already...)
